Springfield had great success with our two ballot measures - an Urban
Renewal District in an underdeveloped area (Glenwood) passed with
something like 71% voting in favor and a $28.6M bond for construction of
a new police station/courts/city prosecutor office and jail passed.
We're on a roll :)

The League will have additional information on M37 available at
conference, in addition to being posted on our website.  This will
include some basic information- what are the things your council need to
consider, timelines, etc., in addition to sample ordinances and sample
application forms.  Needless to say, we also will be working with the
legislature and everyone else that is affected by the measure in order
to try to lessen the detriments to cities.

Joe,
  After BM 7 was approved, the City of Portland did adopt a procedure
for
the processing of claims. You might want to get a hold of a copy of
that
ordinance. I am sure that this will be a major topic of discussion at
the
LOC. 
  My recommendation to our City Council will be that we preemptively
adopt a
policy of waiving challenged regulations provided the claims are valid.
This
policy would be based on the fact that the City simply does not have
sufficient funds to be making payments and because the case by case
payment
decision option is inherently arbitrary and therefore politically
awkward in
the extreme. When the neighbors then start calling we will be
suggesting
that they contact our state representatives to fix it.
