Based on the Joint LOC/AOC meeting with Governor's staff, this issue is
high on their radar also.  I'm sure that we'll get lots of helpful model
documents and suggestions on how to implement this.  We've already had a
guy demanding that we issue him a building permit without the required
historical review.  Fun times...
