We are wrestling with exactly the same question regarding the same purpose, except it’s a Library Foundation rather than a “Friends” group.  I talked some with Randy at Philomath, where they had build an entire library with volunteer labor, etc., several years ago, but it didn’t sound like they had necessarily “blazed a trail” in doing so.

Has anyone out there ever engaged in a project to benefit a city owned asset that was funded in whole by a 501-3c organization?  For example, remodeling a city library that is supported by a “Friends of the Library” group.  I have questions on how the contacting process and money management would work and would be interested in talking to anyone that has administratively blazed that trail.
