My experience is that this is an involved process.  We are currently building a new library.  The budget is $3.45MM and we passed a bond in November for $1.9MM.  The rest is coming through the Estacada Library Foundation ($750,000 local fundraising; and $900,000 foundations and grants.)  In our case, he city will serve as the contract administrator- even though the Foundation raised half of the money.  The Foundation will turn the money over to the city when their fundraising goal is complete (I believe they are at nearly 80%.)  Another twist is that the county authorized the creation of a Library District, so that library patrons outside of the city limits could assist in supporting the construction levy- therefore,  we are working on an IGA with the County that delegates project management to the City.  Bottom line, our Library Foundation is happy to turn the money over.  They see their goal/mission as "fundraiser" for the project.  Period.  To mitigate any issues, we went a step further and created an Citizen Advisory Committee and a Foundation Board member will sit on that Committee throughout the design and construction of the project.

Has anyone out there ever engaged in a project to benefit a city owned asset that was funded in whole by a 501-3c organization?  For example, remodeling a city library that is supported by a “Friends of the Library” group.  I have questions on how the contacting process and money management would work and would be interested in talking to anyone that has administratively blazed that trail.
