North Plains is currently working with a Friends group to build a new library building on land leased from the city.  The friends will build the building and the city will pay for the operating costs.  The building project will be exempt from prevailing wages.  If you would like to talk further, city hall phone number is 503-647-5555.

We are wrestling with exactly the same question regarding the same purpose, except it’s a Library Foundation rather than a “Friends” group.  I talked some with Randy at Philomath, where they had build an entire library with volunteer labor, etc., several years ago, but it didn’t sound like they had necessarily “blazed a trail” in doing so.

Has anyone out there ever engaged in a project to benefit a city owned asset that was funded in whole by a 501-3c organization?  For example, remodeling a city library that is supported by a “Friends of the Library” group.  I have questions on how the contacting process and money management would work and would be interested in talking to anyone that has administratively blazed that trail.
