Steve:

Union did that to me, my first evaluation here.  The 360-degree thing was 
limited, though, to City employees (as well as Council, of course).  I 
didn't and don't like the idea, but it turned out okay.  Staff were 
relatively supportive (which was nice), and also left me surreptitious 
copies of what they were giving the Council--and I did get some good 
pointers about my performance from those.

Second time around, the union weighed in (at the request of the employees) 
and sent a letter saying they didn't think it was proper for employees to 
be evaluating their bosses, and therefore they were instructing union 
members (which was everybody except the police chief) not to fill out the 
evaluation forms.  So since then, it's just been the Council.  (And me, of 
course.  I insist with my employees that they do a self-evaluation as part 
of the process, and it becomes part of the record, too.  And I insisted I 
be treated the same way.)

So I guess I'd say it's potentially a good tool for the first time around, 
but maybe doesn't need to be repeated.  At least not every year...
