Steven, et. al.

I've had a few 1440 evaluations.  Council spun me around and reported on
their concerns based on discussions with union presidents, citizens -- the
ones they wanted to talk to not the ones who were happy with what I'd
done.  And local business that I had had forced to obey the code.

The one thing that made this work for all parties is that a professional
facilitated the review of the results and tabulated the questionaires.  He
even talked with some of the negative responses to get constructive
critisim.  For 4 Councilors this resulted in an action plan that I could
address.  For the fifth Councilor, it did no good and in the end he did
not accomplsih his goal of proving I was doing a bad job.
