Central Point pop. 15,650: Our Admin Budget is 11% of the GF. It
includes the Mayor & Council, City Administrator, Recorder, IT (2
positions), Municipal Judge & City Attorney (contract positions)  and
HR, one position.

Garibaldi is much smaller, but I looked anyway (more for my curiousity).

Garibaldi's Admin Dept. expenses are 14.6% of the Gen. Fund, and a mere 
2.8% of the overall budget. (Our general fund includes admin, fire, 
planning, police, property and interdepartmental)
