Our ordinance states that rates will be set by a resolution of the council.   If you would like a copy of that ordinance, I can send it to you.   We indexed the water and wastewater rates according to two different inflation indices.   The fixed costs (capital construction, improvements, etc.) are indexed to the McGraw-Hill construction price index, and the variable costs (those related to actual production costs—the more produced, the more cost-such as chemicals, electricity, etc) are indexed by the Portland CPI.  I can send you that resolution as well, if it will assist you.  Just let me know.  Take care and have a great day!!

After emails that were going around a few weeks ago regarding raising rates according to the yearly CPI, I approached my Council about the same topic.  They thought that was an excellent idea and would like to do the same here.  I am looking for any Ordinances that might stay raising water/sewer rates according to the CPI.  Thanks to all that respond and help me from reinventing the wheel.
